Commissioner Lillian Bonsignore has made her first two major appointments, including First Deputy Commissioner Daniel Flynn, and Chief of Staff Fabricio Caro.
First Deputy Commissioner Flynn served as a NYPD Police Officer from 1999 until 2005, when he was appointed as a Firefighter at Ladder 114, before being promoted to Fire Marshal in 2009. Around 2014 he was promoted to Lieutenant, working in the 8th division. In 2016 he was promoted to Supervising Fire Marshal.
He oversaw the FDNY Special Investigations Unit, which was responsible for conducting complex and high-profile criminal investigations.
In April of 2021 he was appointed as Chief Fire Marshal.
Daniel Flynn has also been cross-designated as a Federal Supervisor Task Force Officer with the Bureau of Alcohol, Tabaco, Firearms and Explosives since 2017.
Notably, in 2012, he was the recipient of the Deputy Commissioner Christine R. Godek Medal for his efforts in uncovering a criminal conspiracy that included arson, kidnaping, assault and robbery following a 3rd Alarm Fire on Staten island where 10 Firefighters were seriously injured. The Investigation concluded with the incarceration of four felony offenders.
Chief of Staff Fabricio Caro has served the department for more than 13 years. He has held roles including Deputy Chief of Staff, Director of Community Affairs, and most recently the Executive Director of Public Engagment.
He also served as an Assistant Commissioner for the NYC Department of Transportation.
Prior to him being appointed to the department in 2013, he served as the Director of Center Programs for the Bronx-Westchester Area Health Education Center. And was responsible for the development and implementation of multiple and diverse programs in health careers education.
