New Satellites in Production

Why couldn't they just get spartan chassis like collapse rescues 3 and 5for the satellites? It will look much nicer and more of a consistency

They City requires that the lowest bidder meeting specifications is awardeeed the contract.  Spartan is a custom chassis, generally speaking custom chassis are more expensive than commercial chassis such as Mack, International, Freightliner and in this case Peterbuilt. Not to mention Spartan ? Not exactly a quality product compared to other choices out there. They are generally a low budget entry level typing apparatus

So why then are 2 collapse rescues spartan?
 
If I had to guess when the bid went out for them they had a requirement in the specs for a custom chassis and didn?t have the requirement of a single source provider. I?m just guessing though
