Does anyone have the run down on the response?  Does the refinery have it's own FD?
 
The articles referenced mention that the refinery has its own ire brigade . . . and some of the videos show a pickup-mounted monitor and a permanently installed tower-mounted monitor . . . but one article (and photo) show a response from PFD and the Salvation Army also.

The Philadelphia Energy Solutions Refinery (PES) is located in South Philadelphia along the banks of the Schuylkill River not far from the airport.  It is a very large complex that evolved from two refinerys, Atlantic Refining and Gulf Oil, then consolidated into Sunoco now PES. The refinery has an Emergency Response Team mostly made up of operators who are working on one of the processing units.  When a fire occurs ERT members who are not working on the unit with the fire respond to the incident.  There is one dedicated Fire Service Operator on each shift whose full time job is fire protection. The refinery has their own hydrant system supplied by river water which can be supplemented by PFD Marine Units.  My Father worked for the Atlantic for 34 years and I worked there before I was appointed to the PFD in November, 1972.  I was a member of the ERT when I worked there and learned a lot that I put to good use during my PFD career. PFD lost eight members in a refinery fire in the old Gulf in 1975.  It is a dangerous place with a lot of alien noises and odors.  Also the primary rehab service in Philly is the Philadelphia Second Alarmers Association, a volunteer group who do outstanding work and support the PFD and PPD in so many ways.  Salvation Army canteen responds to big jobs and incidents that cause civilian evacuations.

If I'm not mistaken The Salvation Army canteen(s) have the facillaties/capabilities for on board cooking for serving hot food and beverages during prolonged operations - or at least they used too.
 
AT-1 is the continuation of HAZMAT-1 from the line above.  RIT-5 indicates that Ladder 5 is the designated Rapid Intervention Team (FAST Truck).
 
In the 1975 disaster at box 5988 at the Gulf Refinery, Mayor Frank Rizzo had his hip broken when his PPD bodyguard ran over him when the place exploded......
