Special Call Units

My understanding is that Engines can only be special called under certain circumstances such as for relief purposes when a fire "Probably Will Hold" or is Under Control, for Overhaul or on a 10-75 only ONE Engine may be special called.
However, I believe there is, theoretically, no limit to the number of Ladders which may be special called.

So I have a couple of questions: 1) why is there a limit to the number of Engines that can be special called but no limit, as such, for the number of Ladders? and 2) is there a limit to the number of Ladders which can be special called, so as not to deplete the city of fire cover?

To make sure they transmit to the next alarm. Trucks are for overhauling most of the time. Engines don’t overhaul they stretch lines and put the fire out. No more then 5 engines Adless PWH for relief.
 
Can special call 1 engine above every alarm before needing to transmit the next higher alarm when doubtful. And 1 cfr engine
