strange FDNY car

i came across this picture and i noticed a marked car with a lightbar in the background. im pretty sure that it was a FDNY or EMS car but im not 100% on it. does anyone know what it is?

Looks like an old EMS captains or chiefs car from back in the 80's when EMS was still under Health and Hospitals.

That is not a city vehicle. It is an ambulance supervisor's auto from one of the many voluntary hospitals or perhaps a volunteer organization.

Bldg at right rear with (scalloped facade) is on west side of 7th Ave, between 12th & 13th St, which was part of former St Vincent's.

As an ex-St Vincent's medic, until fraud, corruption, and mismanagement caused my hospital to close, that is indeed the former EMS Supervisors vehicle - it was repaced with a 1997 Ford Expedition.

Now what is stranger? That car, or 85 Engine down in that neck of the woods??
