how are tac 1 and 2 staffed and what do they carry?

You mean TSU 1 & 2 ??

The TSUs carry a variety of equipment not normally carried by the Rescues, Squads, and SSLs such as a generator, raft, crane, and Spotlights.  They also carry a small boat and respond to all 2nd alarms and special rescues citywide.

There are two TSUs, TSU1 on Roosevelt Island/The Rock and TSU2 on Staten Island with Rescue 5.

The TAC Unit is staffed by one Firefighter. The TAC Unit is used to provide scene lighting, to use their surveyor's transit to monitor structures in danger of collapse, to deliver an additional boat to water related emergencies and also to provide services that enable Rescue Companies to go back in service and be available for their next response.

(BTW: The Rescue Companies also have a generator and a boat. The crane on the TAC Unit is used to place the boat into service where needed.)

No, the unit name is Tactical Support Unit 1 or 2.
They are commonly referred to as TAC-1 or TAC-2.
