Tower Ladders vs Rear Mount straight ladders

I had always heard that when the FDNY ordered new pumpers in the 1960s if the new pumper had NO POWER STEERING the FDNY got a free Partner Saw with each new pumper. I wonder how many extra parked cars were scraped due to no power steering in those Engine Companies.
Knowing the FDNY of the era this indeed may be true. Captain Bob Rainey FDNY Engine 26 retired
