IT WAS UP AT THE ROCK IT SAID FOAM TRUCK ON IT WHATS THE THING ON THE BACK IS IT TO BLOW OUT THE FOAM? I DONT THINK SO IT LOOKS LIKE A SIMPLE BIG FAN?

High expansion Foam unit. It makes a kinda foam like you get in a buble bath. the fan pushs it into the building.
 
High expansion foam's biggest use if for basement fires.  Much safer than sending members down the stairway that the fire is trying to come up.  In many places high expansion foam units are equipped the large flexible tube in front of the fan in order to be able to place the foam where you want it.

Does anybody know how many high expansion units FDNY has and where they're located?

FDNY has 1 hi-ex foam unit: the one in the picture.  ;D

It is officially retired from active service.

This one is at the academy
 
FDNY no longer has a Hi-Ex unit.  We now have the one Foam Tender and several Foam Carriers.  They can run Hi-Ex foam from the small fans now and no longer need the old Hi-Ex unit.
