Whats with OEM's denial of FDNY's Request for a state of emergency

The Fire Dept requested a state of emergency. They were told no by OEM. New York's Ch 2 News is covering it along with 911 problems. The Mayor is going to have a news conference soon. Comm for OEM stated it's is called a snow emergency not a state of emergency.  They still didn't call it. The Mayor's press  conference was a lot of  political mumbo jumbo.

On NY1, it states from OEM that no request was made and they also state they cannot a state of emergency, only the Governor or the state itself can??

Not true.  The local chief elected official has authority to do so.
