Why isn't SQ8 and SQ1 assigned on there 1st, 2nd and 3rd Due Boxes as Engines?

I was reading FAQ, I saw that all the SQ's respond as Engines on the First, 2nd and Third Due boxes, (example for new members, if SQ18 is working as 2nd Due in E24's First Due, either SQ61/252 or SQ1 would be assigned as the Squad Co) except for Squad's 1 and 8. Anyone know why?

i remember before squad 8, Squad 1 would run on Staten island

Sq1 used to respond to only 1st due boxes, but about 14 years ago that changed and they go 1st-3rd due

Sq8 goes 1st or 2nd. No 3rd due boxes.

Just SQ8 only 1st and 2nd as the 3rd due area was pretty large and would still call for SQ1 to come in as the squad.
