will the fdny uhf frequenices be able to be picked up by any ofthese 2 scanners

You will need a scanner that can program with 6.25KHz channel spacing.  From what I could find via web searches neither of those units will do the trick.

Try the  Radio Shack PRO-97 (portable) and/or the PRO-160 (base/mobile).  I have both ...they will get it done.  

I just spotted several PRO-97's on e-bay for under $100.

 I have a portable GRE that also has digital scanning for some other depts (like Providence, R.I.). Engineering degree is the very bare minimum required. I'm telling ya, what a nightmare. I usually just have to cough up a few extra dollar$ everytime I need to add or change something. The good news is that at least the FDNY isn't going digital.

 It seems to me that simple scanner programming is going the way of the horse and steamer engine.

 
 
I think that part of the problem is that the programming manuals seem to have been written by people who got a C- in English as a 2nd Language.  :p
 
Programming GRE 300 and 400 series radios is much simplified with the use of Butel ARC 300 software.  You can paste in the frequencies and PLs from any list e.g. Radio Reference.  Adding alpha tags and bank configuration is a breeze, and a couple of clicks puts it in correct trunking mode.  The biggest benefit is that you can throw away the radio manual.
