There were many reasons(financial mainly) and ways developers came up with the overall height of a building and the amount of stories a building was considered. To save money or comply with existing laws at time of construction.
But I agree that what the developers and Buildings department consider a building may not translate to what operating FFs consider a building.
And just like this thread with varying opinions different FF on scene may have different ideas of building they are operating

Not to add to the confusion - but - I happen to agree that these are 5 story brick buildings. No elevators.
I grew up in 181 W. 238th street. Parents are still there. Grandma was in 217 W. 238th. Also, shoutout to 3801 Review place.
These buildings were designed to be FIVE floors. You go into the main entrance (the lobby), the mailboxes are there, and the apartments are labeled 1X. One flight of stairs later, you're in the 2X apartments. No access to the basement apartments (which are below grade) from the interior stairs. CIDS and size-up may say otherwise, but try to get to the "first" floor (basement) from the entrance.
You'd have a hard time convincing civilians that they live on the 3rd floor rather than the 2nd, when their apartment number is 2X.
