I don't know all the logistics behind it, but if I have heard correctly the reasoning is if the engine arrives at a medical the emt or medic can obtain a refusal if medical treatment is not needed thus freeing up an ambulance for a more emergent call.

SOD has switched to encryption as of Wednesday. Now highway is in the process.

SOD has been on Citywide 2 for a few days now. I've been hearing digital bursts on the SOD channel starting today so i'd say SOD will be encrypted within the next few days.
