Maybe they wanted another tower ladder on the second or they didn't want L28 & L30 coming over the bridge so soon? 
 
Gman, I remember in the mid 50's 69 & 28 went over the Bridge and 69 was 2nd due and 28 was 1st due, Jerome & Woodycrest was one of them.

Yes, nowadays they're coming over on the first three boxes on 149th St. and E59/L30 are crossing over on a couple of boxes near the Madison Ave. Bridge.
