Interesting location. It is actually an oval that is gated. NO hydrants inside the gates of the complex.

Also another interesting assignment in that it’s E81 administrative building and one right turn out of quarters and up Bailey Ave and you are at front gate, the box used is a block away on south side of Fordham road and Sedgwick. Also in CIDS it did state that an engine company is to remain outside and supply Siamese from Bailey Ave, not sure if it specifically stated 2 or 3 rd due, it’s been a while. The barb program changed 81/46 assignment but that’s another story.

There are also cut-outs at the bottom of the wrought iron perimeter fence on Webb Av/Father Zeiser Place (W. 188 St.) opposite the street hydrants. There's enough room to slip a 3 1/2 supply line thru the cut out.

That’s correct depending on building location you can supply from other blocks, the complex is a looped system with one gravity tank and each building has a post indicator valve to isolate if repairs to system are needed. Again it been a while but I think there are 9 buildings inside the complex
