D-1 have L12 & B8 respond to 1st Ave & East 30 St

D-1 the disabled train is at 1st Av & East 30 St. Have all units respond over there

D-1 we have a Rescue train taking 1/2 the Patients to Woodside Station & the rest to Penn Station. Dropping down to 1&1 at Penn Station & 1st Ave. Rescue & Squad will station at 1st Ave & 30th St. Have EMS stage at Woodside Station. PWH

The railroad tunnels under the East River are only approachable via a Deep stairway at 1st Ave. and E.30th Street, in Manhattan. When I retired the stairways were spiral staircases. Any smoke conditions made them very difficult to use by passengers coming up and firefighters going down the SAME, stairway. That makes a lateral rescue of any passengers often the best or only real option. Communication were always a problem due to the depth of the tunnel and the amount of steel all around the emergency exits. I responded to a few incidents at that location, mostly track fires and the communications were awful. I do not know what has changed since I retired, but I am sure this a difficult operation. The fact that the Rebreather Unit was requested says that problem with these exits still exist. Captain Bob Rainey FDNY Engine 26 retired
 
It would make sense to have the Rebreather Unit assigned normally. I think still the Rebreather Unit is not normally fully manned, is that still so?
At one time L-20 was used to man the Rebreather unit, in believe. But the situation is a very difficult problem still with poor access to the deeply situated tunnel access off the tracks.
