Boston, MA- 3rd Alarm/Mayday & Fatality 04-28-13

Did shopping, came home. A Technical Rescue was called, Code C no lights/sirens. Now L-23 is a detail truck, bring rakes to the fire building. Do not understand this job why a Code 3 response?
 
An FYI for those not familiar w/the term......the "rakes"  that GG refered to above are a type of hook that Boston uses not the garden variety.

19 individuals lived in fire building  9 to hospital 1 fatal
On arrival, one individual jumped from upper floors
3 rescued by ladder
