The court mandated testing back in 2019. Supposedly the delay was caused by a loophole stating the test had to be written by someone who took the test. As no one took had ever taken the test, a Catch-22 ensued.

There was a Lt.'s test. For higher ranks there were none and for reasons I won't go into.

There was a Captains exam in the early 90’s.

Elmer, you're correct but what happened with that test......well, if you were around then you would remember.

I was around then and I know about a dozen people promoted off the list. I am unaware of anything else that would stand out regarding the test or list.

Just to be up front, I am in support of written exams for promotion.
