Do all members of the department have the transmitter attached to their SCBA?
 
Every SCBA in the department fire and ems have pak traker built in.
All fire/ems battalions keep a online database linked into the riding list for spare uasge. 
 
No issues with the 2.4 ghz.  Afterall the issues with cordless phones, wi-fi routers and internet phone devices caused big troubles with each other in that freq. range.
 
You kinda of need an idea where to start looking,  It's not for long range tracking. The other thing it does is pickup full PASS alarm activation's.  So lets say the truck inside team goes into make a search and starts to come out and a member goes down on the way out. If the other members don't notice in the chaos what has happened once the members PASS goes full alarm the pak tracker will activate. Now you know where to start looking.  Other use would be breaching a wall, you could run the tracker down the wall to find the strongest signal and breach at that location.

The future holds a SCBA / Radio system that integrates over Bluetooth.
SCBA goes full alarm - radio triggers mayday button
SCBA air status changes - sent via radio to EFAS
EVAC messages sent from radio to SCBA - push button to ACK on SCBA

The goal is that if you radio is working then your SCBA link would work. You don't have issues with the wifi/phones , etc causing problems.
