I know several departments that have the black Scotchlite and you're right, it looks very nice at night although it's not highly visible during the daytime. Certainly another example of your lack of knowledge. There are very strict rules about everything FDNY does or could possibly do. Whether they all are strictly enforced or not is another matter, some things are let slide and others are not.
