This sounds almost nothing like what I have experienced. Never used or heard the term “cold truck”. I have heard “hot truck” but it’s something usually needs to be quickly explained to the crew of said unit. Found that keeping things plain speak as much as possible and setting expectations that...
From what I understand it is a unit designated to immediately manage critical patients in need of rapid transport. Usually positioned in a place with unimpeded egress.
I agree, mutual aid is a critical component. Regards to department size and equipment my uneducated opinion would be to get rid of the current three pieces of equipment. Get a Quint and staff it with the current Officer, Driver and 2 firefighters and look to put two additional firefighters on...

I am thinking you are referring #530(?) Emotionally Disturbed Patient that formerly contained the phrase "Excited Delirium" correct ? To the Captains point, While admittedly it was infrequent, I have seen the Medics (pre BHEARD) utilize the chemical restraint procedure a number of times...
I wore step in boots since 1997 when we still had the blue coats with white reflective stripes. The matching pants were optional and out of your own pocket. I bought the pants and boots and never looked back. It made getting dressed easy and fast.
